There’s no one reason for the game’s decrease. However, it is possible that the decrease could result from several minor problems.

At a minimum, Halo Infinite developers are currently working to fix desync the issue, and when that problem is resolved. The game will be in a more stable state. However, 343 will need to consider other, smaller quality of life improvements like loading screens. At times, it’s difficult to determine the extent. To which a tiny alteration like a flat loading screen could a big difference to the experience of a game.
