The dragon slowly turns its head to keep the player in its sights. If you play Skyrim, you’ve seen dragons that don’t attack right away, but this may be the only time that dragon didn’t attack at all. This isn’t the first time.
Even though the player walks around the dragon, climbs over uneven ground, and stands in its face, the dragon doesn’t move a single time. You can see how it slowly turns its head to look at you.

Hyla-oS reloaded the save and decided to leave the dragon alone because it wasn’t hurting anyone, so she decided to do that. It’s unclear why the dragon was already close to death or why its low health prevented it from attacking. In the same game, werewolf players can run into passive wolves.
