Although Shah Faesal resigned from the civil service in January last year, the government had not accepted his resignation, even after 19 months, pending investigation of some of his posts on social media.

More than a year and a half after he resigned from government service to join politics, Shah Faesal, the first Kashmiri to head the civil services exam in 2009, also left politics.

On Monday, Faesal resigned as chairman of the Jammu and Kashmir People’s Movement (JKPM), a political party he founded after resigning from the government and confirmed to The Indian Express that he left politics.

Although Faesal resigned from the civil service in January last year, the government had not accepted his resignation, even after 19 months, pending investigation of some of his posts on social media. The non-acceptance of his resignation has left the door open for his return to his old job.

A senior government official, who did not want to be named, said: “The door is open for him.” However, he will have to withdraw his resignation first, another official said. A third official said he would likely be posted to Delhi.

“Shah Faesal had informed the members of the State Executive that he is not in a position to continue with political activities and wants to be released from the responsibilities of the organization,” said an official statement from JKPM.

“It was decided to accept your application so that you can better carry on with your life and contribute in whatever way you choose,” the statement said.

By Sunday night, Faesal had removed President JKPM’s tag from his Twitter bio. On Monday night, he deleted all of his previous tweets, many of which over the past 18 months were critical of the government.

With Faesal’s departure, the JKPM disintegrated within 18 months of its launch. In October last year, one of the main leaders of the political organization Shehla Rashid Shora had announced his resignation from politics, and on Monday its president and former minister Javed Mustafa Mir also resigned from the party.

Faesal remains under house arrest, and sources close to him said that he had made a decision immediately after the repeal of Jammu and Kashmir’s special status. They said he was under “tremendous pressure” from some sectors to rejoin the government, but that he had not made any future plans “as of now.”

“Without a doubt, he is under strong pressure from certain forces and he is being asked to return to public administration,” said a source close to him. But it’s too early to say what he’s going to do. For now, he has not decided anything about his future, ”said the source.

A doctor turned bureaucrat, Faesal’s last job in government was as Managing Director of Jammu and Kashmir Power Development Corporation (JKPDC), before being selected as an Edward Mason Fellow at Harvard Kennedy School in June 2018. He was supposed to be rejoining government service a year later.

But six months before his return, he shocked everyone when he announced his decision to resign from IAS on January 9, 2019, and hinted at joining politics. In March 2019, Faesal launched its own party. He was detained at the Delhi airport in the midnight of August 14-15, 2019, sent back to Srinagar and placed under detention. He was booked under the draconian Public Safety Law in February this year, which was repealed in June. However, their movement is still restricted.
