The Budget Session of Parliament

The Monday Parliamentary Budget session gives only seventy-nine hours for the
government’s legislative plan.

It discusses concerns of immediate concern to the public in the 29 scheduled sessions of
both Houses Parliament officials announced on Sunday.

On the first day, Monday president will speak to members of both Houses.

After that, copies of his speech will be placed on the table. To accomplish this, Rajya Sabha
will meet at 2.30 at 2:30 pm.

On February 1st, will present February 1, the general Budget of 2022-23 years will present to the Lok Sabha by Finance Minister Nirmala Sitharaman.

The first portion of the Budget session will comprise ten sessions between January 31 and
February 11 and will schedule 19 sittings in the second session between March 14 and
April 8.

135 sitting hours are accessible for the 256th Rajya Sabha sitting for transacting various
aspects of the business during the 27 sittings scheduled between February 2-April 8 with a
maximum of 5 hours per day.

From this total, the initial portion of the session, with 40 hours, makes up around
Thirty percent of the total sitting time, while the second session with 95 hours is 70% of the total.

It is expected that the Upper House will have reduced Zero Hour by half to 30 minutes
per day.

This will mean a total duration of 13 hours and 30 minutes to discuss important issues for
the public and the laying of reports and papers in 27 sessions.

The timeshare for Question Hour will be 27 hours. An entire 15-hour period has been set
aside for private Members` Business during the session. Private Members’ Bills will be
considered on Thursday, as Friday is a public holiday.

“This leaves only 79 hours 30 minutes for considering and passing Bills to be proposed by
the Government besides discussing issues of immediate public concern under Calling
Attention Notices and as Short Duration Discussions,” The officials stated.

Discussion regarding Motion of Thanks of the President’s address to House Members and on
the General Budget for 2022-23 comprises the main agenda items for the House.

In the Budget session in 2021, the discussion lasted for 15 hours and 37 minutes over
The motion of Thanking the President, and 10 hours and 43 minutes on the Union Budget:
2021-22 in the Rajya Sabha account for over fifty percent of the total time at the beginning
of the session.

The Rajya Sabha has achieved productivity of 47.90 percent in the 255th session in the
past but just 29.60 percent in the 254th session.

However, the House did report the highest efficiency of 93.50 percent in the current Budget
the session, which had 23 sessions.

To ensure maximum efficiency, Rajya Sabha Chairman M. Venkaiah Naidu has convened an
online meeting of the heads of various groups and political parties within the House at 5.00
p.m. on Monday to decide on the schedule for the Budget session.
