    • You need to catch first a Hisuian Qwilfish within the waters in the vicinity of Ramana’s Island in Obsidian Fieldlands. It can also be located at Cobalt Coastlands at the Tranquility Cove, Lucker’s Lair, and Islespy Shore areas.
    • Pro-Tip Water travel is much easier after you’ve developed from Basculin to Basculegion!
    • The next step is to reach level 25 of your Qwilfish. This will help you learn how to master the Barb Barrage move.
    • Last but not least, apply the “Strong Style” in Barb Barrage 20 times.
    • After you’ve completed this, you’ll be able to transform Hisuian Qwilfish to Overqwil!

It may take some time however it’s well worthwhile to develop Qwilfish and become Overqwil Pokemon Legends: Arceus.
