U.S. reinstate sanctions release to Iran and talks on nuclear in the final phase. 

Washington: President Joe Biden’s administration Friday reinstated sanctions waivers for Iran to permit international nuclear cooperation initiatives, as talks between Iran and the United States about reviving the international nuclear agreement with Tehran reach the end of the road.

The waivers allowed Russian, Chinese, and European firms to conduct non-proliferation activities to hinder Iranian nuclear facilities from being used in weapons development. 

The waivers were removed after Trump’s the United States in 2019 and 2020 under the former president Donald Trump, who pulled out of the nuclear deal.

The indirect talks aim to have the United States return to the agreement and Iran get back in respect. 

The agreement was signed under the administration of former President Barack Obama, and Biden has pledged to get his country back to the deal. So the United States is back to it.

The State Department has sent a report which was signed by Secretary of state Antony Blinken to Congress explaining that restoring the waivers would aid in the negotiations in Vienna regarding the return to the agreement reached between Iran and several countries. 

It includes China, France, Germany, Russia, Britain, and the United States. The deal is officially known as”the Joint Comprehensive Plan of Action (JCPOA).

“The waiver of the activities mentioned above is intended to facilitate discussions which could aid in negotiating a deal for a mutual return to the full application of JCPOA and set the stage for Iran’s return to the fulfillment of its JCPOA obligations,” according to the report and a copy is available to Reuters.

“It is also intended to serve U.S. non-proliferation and nuclear security interests further and limit the nuclear activity of Iran. 

The document is issued by the policy’s discretion, with these goals in mind, not as a result of a pledge or as a part of a deal to settle a dispute,” the report said.

As per the report, the actions involve the modification of Iranian’s Arak heavy water reactor and the development and improvement of its Fordow facility to produce stable isotopes, activities, training, and other services in connection with the Bushehr nuclear power station in addition to other activities.

It is believed that the United States and Iran have held eight rounds of indirect talks in Vienna from April to discuss renewing the agreement, which lifted sanctions against Tehran as a condition for a halt on the country’s nuclear program. 

There is no official announcement regarding which date and time the 9th round of talks will begin. Still, the expectation has increased that it could happen in the next week.

Following Trump’s removal of the United States from the agreement in 2018 and imposed strict restrictions, Iran gradually started violating the restrictions on nuclear proliferation in the pact. 

Western diplomats are concerned that Iran’s nuclear development leaves an extremely narrow time frame to re-enter the agreement.

The recent negotiations at Vienna have been “among the most intense we have had to date,” a U.S. official reported to reporters on Monday morning in a statement that was made under the conditions of anonymity.

The official also said that there has been progressing in narrowing the list of disagreements. It is now the right time to make political decision-making.

The waiver was required to permit technical discussions, which were crucial to conversations about returning to the agreement, said an official from the State Department, speaking anonymously. 

The official also said that the revocation of the waiver did not sign. It was a sign that it meant that the United States was on the close to a deal for a return to the accord.

Eurasia Group analyst Henry Rome said that the restoration of the waiver was a “modest indication” of progress.

“The waivers aren’t an act of goodwill or a concession to Iran and more of technical steps intended to ensure that discussions on implementation can proceed at Vienna,” Rome said.
