UP govt sets up panel to probe Kanpur shootout, Vikas Dubey’s encounter

A day after the Uttar Pradesh government formed a Special Investigation Team (SIT) to investigate the rise of gangster Vikas Dubey and the cases against him, including all actions taken against him to date, a committee was established. from a single member to investigate the Kanpur shooting that took place on the night of July 2 and 3 and the encounters that followed, including the one on July 10 in which Dubey was killed.

“The incident of July 2-3 and July 10 carried out by Vikas Dubey and his associates, and all encounters between the dates given on a matter of public importance and, therefore, there should be an investigation into it This is why, in a notification issued under section 3 of the Commissions of Inquiry Act of 1952, the state government has decided to form a single-member Commission of Inquiry headed by Retired Judge Shashi Kant Agarwal. “On the contiguous night of July 2 and 3, Vikas Dubey and his associates carried out an incident in which eight policemen were killed and others were injured. There would be a detailed investigation into the incident. The commission will also investigate the July 10 meeting between the police and Vikas Dubey. Along with that, the commission will investigate every encounter between the police and those related to the case, between July 3 and 10, “he added.

In addition to Dubey, who was killed in the July 10 meeting, five of those named in the FIR registered in connection with the murder of eight police officers, were also shot dead in police meetings.

The commission will also investigate in detail the durabhisandhi (wrong purpose connection) between Dubey, his associates, and the police and people from other departments. It will examine other aspects of the case, investigate other points made by the state government from time to time, and will also suggest ways to avoid the recurrence of similar incidents in the future.

The commission has to finish the investigation within two months from now and any changes to the time limit would be hinted at by government order.

The SIT formed earlier on Saturday will be chaired by additional chief secretary Sanjay Bhoosreddy, while additional chief police officer Hariram Sharma and DIG Ravindra Gaud will be part of it. The team was instructed to present their report by July 31.
