Alapan Bandyopadhyay, a 1987 IAS officer, was serving as Chief Secretary of the West Bengal government, and his tour of duty was supposed to expire on May 31. On May 24, the state government requested the Center extend Alapan Bandyopadhyay‘s mandate for three months, citing the crucial role he played during Cyclone Yaas and the coronavirus pandemic. The Center agreed to the West Bengal government’s demand.

However, on May 28, the Center ordered Alapan Bandyopadhyay to report on the DOPT in Delhi on May 31. Now it is postponed until June 1. In the meantime, West Bengal CM Mamata Banerjee, Calling the Center’s decision “unconstitutional” and “illegal.”

CM Mamata Banerjee wrote to the Center saying that the state government “cannot and will not release its chief secretary at this critical hour.” After that, Mamata Banerjee appointed Alapan Bandyopadhyay as Chief advisor for her.

Update on 03.06.2021:

When the Prime Minister called a meeting in Kalaikunda to inspect the post-Yash situation in the state, the then Chief Secretary Alapan Banerjee was not present. Therefore, the Center show-caused him protested under the Disaster Management Act.

According to the IPS, IAS rules of 1954, the transfer of a bureaucrat working in the state needs to discuss with the state. He complained that the central government did not follow this procedure. It is unknown at this time what he will do after leaving the post.

In the meantime, Mamata Banerjee clarified to the press conference that the issue is over. And, there is no need to talk anymore about this issue. It indicates that the state government is moving towards legal action against the central.

Meanwhile, lawyer Abu Sohel has filed a public interest lawsuit in the Calcutta High Court against the Center for sending a show-cause notice to Alapana Bandyopadhyay even after his retirement.

Alapan Bandyopadhyay Short Biography

Alapan Bandyopadhyay was born on May 17, 1961. He was an IAS officer and former Chief Secretary for the Government of West Bengal.

Recently, the state government appointed him as Chief advisor for CM Mamata Banerjee on June 1, 2021.

He will remain Chief advisor for CM Mamata Banerjee till June 1, 2024, for 3 to three years. In 2020, Alapan Bandyopadhyay took over as the IAS officer from Rajiva Sinha and started his tenure under Chief Minister Mamata Banerjee.

Alapan Bandyopadhyay graduated from Asansol, West Bengal. He prepared for the UPSC when he was in class 12. Then in 1987, he passed the UPSC exam 1987 and got the highest rank on the IAS exam. His age was only 23 when he gave the UPSC exam.
